Arthur Board of Education
Regular Meeting – November 9, 2011
The regular meeting of the Arthur Board of Education was called to order by President Scott Daily at 7:00 p.m. in the Unit Office with the following members and administrators present: Scott Daily, Steffanie Seegmiller, Doug Kitchen, Beth Wiley, Linda Collins, Monica Miller, Buck Condill, Gary Alexander and Travis Wilson. Ed Miller was absent.
Communications - Superintendent read a note from Debbie Flavin thanking the Board of Education, Mr. Wilson and Mr. Alexander for sponsoring her trip to the Illinois Council on the Teaching of Foreign Languages fall conference. It was a fantastic opportunity.
District Audit – Kevin Buckley from the auditing firm of McGuire, Yuhas, Huffman & Buckley, presented the Annual Financial Report. The Estimated 2012 Financial Profile Designation remains at Recognition.
Public Comment
Linda Jent commented that the Arthur teachers appreciate the opportunity to meet and work on curriculum with the Lovington teachers.
Motion was made by Doug Kitchen, seconded by Monica Miller, to approve the minutes of the November 9, 2011 meeting. Motion carried unanimously by roll call vote.
Motion was made by Monica Miller, seconded by Steffanie Seegmiller, to approve the monthly bills as presented. Motion carried unanimously by roll call vote.
Motion was made by Monica Miller, seconded by Steffanie Seegmiller, to approve the monthly Treasurer’s Report as presented. Motion carried unanimously by roll call vote.

SUPERINTENDENT’S REPORT
Superintendent Wilson discussed the following items in his report:
· Attended Sales Tax meeting with the Douglas County Superintendents.
· Lobbyist tapping into Teacher Retirement.
· Kenny Schwengel and Mr. Wilson met with Michelle Hettinger, ISBE regarding reorganization of the Atwood-Hammond District.
· Mr. Wilson and Kyle Vonschnase spoke to the Arthur Rotary on an update on implementation of the annexation.
· Kenny Schwengel, Kyle Vonschnase and Mr. Wilson met with Representative Roger Eddy, ISBE Staff and Lt. Governor Sheila Simon on November 9th to discuss school reorganization and incentives.
· Consultants from University of Illinois at Springfield would like someone from our administrative/board team to participate on a panel at the school board convention.

Kevin Heid from First Midstate provided a preliminary report on the issuance of working cash bonds for the district.
Motion was made by Steffanie Seegmiller, seconded by Monica Miller, to approve the 2012-2013 Tentative Tax Levy. Motion carried unanimously by roll call vote.
Superintendent discussed the School Report Card.
Motion was made by Doug Kitchen, seconded by Beth Willey, to approve the 2011 School Report Card as presented. Motion carried unanimously by roll call vote.
Annexation – Superintendent Wilson reported on the following items:
ü Teachers are provided planning time;
ü Offer extra classes;
ü Books/Resources;
ü Facility Recommendations;
ü Computer Lab in Library.
The Board discussed the IMRF Candidates for Executive Trustee. They asked Superintendent Wilson to cast the ballot for Mark Nannini.
Board Comment
Annexation is exciting – lot of hard work.
Closed Session – Motion was made by Monica Miller, seconded by Steffanie Seegmiller, to go into closed session for the purpose of discussing employment of district personnel. Motion carried unanimously by roll call vote.
Motion was made by Monica Miller, seconded by Beth Wiley, to return to open session. Motion carried unanimously by roll call vote.
Motion was made by Linda Collins, seconded by Monica Miller, to approve the minutes of the closed session meeting. Motion carried unanimously by roll call vote.
Motion was made by Monica Miller, seconded by Steffanie Seegmiller, to accept the resignation with regrets of Connie Warnsing at the end of the 2012 school year. Motion carried unanimously by roll call vote.
