Arthur Board of Education
Regular Meeting – May 12, 2010
The regular meeting of the Arthur Board of Education was called to order by Vice President Scott Daily at 7:00 p.m. in the Unit Office with the following members and administrators present: Scott Daily, Monica Miller, Jason Ray, Steffanie Seegmiller, Doug Kitchen, Buck Condill, Gary Alexander and Travis Wilson. Linda Collins and Ronnie Cole were absent.
Communications – Mr. Wilson read a thank you note from the Fine Arts Boosters for district support in the dessert theatre; Thank you note from the family of Mike Collins for donation to the scholarship fund; Thank you notes from Joan Sutherland, Pam Checkley, Vickie Clark, Glenda Marks for the gift Certificate from Pauly’s during Teacher Appreciation Week.
Public Comment
None.
Kevin Heid from First Midstate Agency spoke to the Board regarding issuing bonds for operational purposes.
Motion was made by Jason Ray, seconded by Monica Miller, to approve the minutes of the April 14, 2010 meeting. Motion carried unanimously by roll call vote.
Motion was made by Jason Ray, seconded by Monica Miller, to approve the monthly bills as presented. Motion carried unanimously by roll call vote.
Motion was made by Monica Miller, seconded by Doug Kitchen, to approve the monthly Treasurer’s Report as presented. Motion carried unanimously by roll call vote.

Motion was made by Jason Ray, seconded by Monica Miller, to renew the Elementary/Junior High Membership in the IESA for the 2010-2011 school year. Motion carried unanimously by roll call vote.
Motion was made by Jason Ray, seconded by Monica Miller, to renew the membership in the IHSA for the 2010-2011 school year. Motion carried unanimously by roll call vote.
ELEMENTARY REPORT
Principal Condill discussed the following items in his report:
1. DARE Graduation
- May 11, 7:00 p.m. at Grade School

Rebekahs 347, Mrs. Guernsey, Ms. Rush,

2. Third and Fourth Grade Program – Entertaining
3. Shoe Recycling
- Mrs. Jent led a recycling drive for shoes
- School donated dozens of shoes for project
4. Service Projects
- Miss Checkley’s 2nd grade class donated items in
lieu of treat bags at parties
- Letters to Veterans and pen pals
- Visiting the Arthur Home
- 5th and 6th grades started planting the garden
5. Farm Day
- Case Farm Pride provided Tractor
- Duane and Tammi Gingerich brought in animals
6. 7th Grade Orientation – May 20

SUPERINTENDENT’S REPORT
Superintendent Wilson discussed the following items in his report:
1. Annexation with Lovington
- Dr. Roy Smith and Mr. Travis Wilson met with
Dr. Lett at Pana High School
- Public Meeting – Possible date June 23
- Actual Feasibility study with Arthur/Lovington
2. Health Insurance Increase – 9.9%
3. THIS Increase – Employer and Employee
4. DMH Enhancement Program – Does not recommend
5. Articles
6. Graduation – Hand out diplomas
7. Districts in Financial Difficulty
8. Tax Rate - $3.46 – EAV Increased
Motion was made by Steffanie Seegmiller, seconded by Doug Kitchen, to renew membership with IASB for the 2010/2011 school year. Motion carried unanimously by roll call vote.
Motion was made by Monica Miller, seconded by Jason Ray, to adopt the prevailing hourly rate. Motion carried unanimously by roll call vote.
Summer Work – Superintendent Wilson discussed the initial summer work list – teacher requests will be added.
Motion was made by Doug Kitchen, seconded by Jason Ray, to adopt a resolution authorizing acceptance of a student teacher in driver education from SIU. Motion carried unanimously by roll call vote.
Board Comment
Steffanie Seegmiller had heard positive comments regarding the Arthur/Lovington annexation. She also inquired if we have an emergency/crisis plan.
Jason Ray was glad Kevin Heid came and spoke to the board.
Closed Session – Motion was made by Monica Miller, seconded by Jason Ray, to go into closed session for the purpose of discussing employment of district personnel and student discipline. Motion carried unanimously by roll call vote.
Motion was made by Monica Miller, seconded by Jason Ray, to return to open session. Motion carried unanimously by roll call vote.
Motion was made by Monica Miller, seconded by Jason Ray, to approve the minutes of the closed session meeting. Motion carried unanimously by roll call vote.
Motion was made by Doug Kitchen, seconded by Jason Ray, to accept the resignation of Amanda Giovanni as part-time one-on-one aide. Motion carried unanimously by roll call vote.
